Dear Minister Coleman:

Re: Terrace Community Correctional Centre

In responding to the Regional District's letter of February 1, 2002, it is apparent the provincial government has yet to accept the argument that the decision to close the Terrace facility should be reviewed. We are very concerned that the travel distance to Prince George will remove inmates from family members and friends, exacerbating social problems and increasing recidivism.

Ironically in your April 5 letter you write, "ongoing communication with family and friends is critical to effectively integrating the offender back into the community." You allude to ministry programs that will facilitate community involvement but there are no specifics. The Regional Board asks precisely how the Ministry intends to maintain ties between inmates and their networks of family and friends, given great distance from Prince George to the home community of the inmate.
